best pc monitor in the list?

It is hard to determine which monitor is best just on specs alone because specs are more or less standard and are also used to market the monitors as well. It's kinda like buying a card. You just don't simply look at a car's specs and then simply drive one off the lot. Everyone test drives one.

For monitors, you more or less need user reviews to help guide you. You might find that 1920x1080 on a 21.5" screen to be a bit small. It's best to walk into an electronics store and simply look at a 21.5" 1920x1080 monitor. Hopefully they will have one hooked up to a PC where to can actually attempt to read something rather than just looking at pictures.

Based on specs alone, the Samsung would be considered better because of the 2ms response time. That means you are less likely to see ghosting than the other two, but ghosting is one of those limitations of LCD monitors. Do not get lead around the nose by very large Dynamic Contrast Ratio (DCR) numbers. It is marketing. I also find it very annoying. My Asus VK246H has DCR (Asus calls it ASCR) and my HDTV has it a well. I turn them off. Basically all it really does is adjust the brightness and contrast of the screen based on what is being displayed. I quickly found it extremely annoying and turned that crap off. Note, that some monitors do not give you the option to turn it off.
