Saints Row the third keeps crashing

My Saints Row the Theird keeps crashing. Won't even let me change the graphics,says it crashed and windows closed it. PLZ help me

That won't meet the minimum requirements - it's a very weak system.

I won't argue with you, but my friend has a computer with even lower specs and it runs for him...

Possibly you've misunderstood the relative importance of each spec. You can't go by processor GHz, RAM etc - it's the GPU that is what's crucial and you don't have a proper one - just the free built-in one (HD7310) that comes with your processor. If you had a proper graphics card like a HD7750 you'd be able to play it OK with low-medium settings.
