Need help ASAP! :(Computer Turn off - Fans stay on!

So ive had my computer for about a year now, and for the past few days now, whenever i shut down the computer from WINDOWS, the computer will shut down, but the fans stay on.

If i shut down by holding down the power button, everything shuts down, including the fans.
But when I shut down from WINDOWS, ALL of the fans stay on.

All of the fans, accept the CPU fan are connected through a fan controller.


What i have tried :
1. Re-plugged everything
2. Changing out PSU's

After swapping the PSU, I still have the problem.

Information :
Windows 7 Ultimate 64BIT
PSU : Corsair AX850
Motherboard : Z68 Extreme3 Gen3 ASROCK
PSU : I5-3550
32GB Corsair RipJawz 1600 Ram
Corsair h60 cooler
AMD Radeon 7870 2GB Flex Edition

1. Try updating your BIOS to the latest version.
2. Try unplugging the PSU from the outlet and then remove the CMOS battery. Press and hold the power button for about 15 seconds. Let go of the power button. Put the CMOS battery back in and plug the PSU back into an outlet.

Updated BIOS with no success. Going to attempt the CMOS battery method now.
