forgive me I am a newbie at all this, what would you reconmend for a small budget?

I'm a bit confused. Not sure what you mean by that? You don't have to buy anything special for hardware or software virtualization. Unless you plan to buy something like vmware for software virtualization. But you want hardware virtualization anyway.

You can get oracle virtualbox for free.
Windows 7 already has many drivers so just plug in the device, and windows might instal the driver for you automatically

No. VirtualBox is not hardware virtualization. It is software virtualization. It would not run your drivers as efficiently nor have direct access to them. So performance-wise, you'll see a big difference. And a lag one way or another in recording is a large no-no.
