Looking for super-quiet CPU cooler

Hi I need some recommendations on a new CPU cooler. I'm probably not going to OC (but I'd like to keep the option open) so I'm not too worried about getting a high-performance cooler because honestly any aftermarket will be better than what I have which is the stock. It's very loud which is the main issue so my priority is the quietness of the Heatsink/fan CPU cooler.

My budget is just something below $60 preferably. Don't think I need anything super expensive but I'd just like it to be as quiet as possible and maybe something easy to install :)

Best bet is the Cooler Master Hyper 212 Plus or Cooler Master Hyper 212 EVO for that price range.

Yeah Newegg is pretty reliable...usually has what I need and delivery is amazing. I was looking at the 212 and I'm definitely considering it. But it's 30$ and I'm willing to spend up to 60-70$ so I'm wondering if anyone has any other suggestions for something quiet yet efficient at cooling so I could possibly OC in the future to prob 3.8-4.0 ghz.

If you raise your budget a bit, go for the NH-D14, it's the best air cooler out there, if it can fit in your case and if your RAM is low-profile.
