And are they better than GeForce GT 520

yes, they are faster than a gt520.
hd5750 would be faster than the gt640. while not in the chart the 5750 is around 15% slower than the 5770 which is in the chart, so a 5750 would get a relative performance of 133% of a gt640.

5750 not 5570, more over, why do you want to buy a outdated card? increase your budget a bit more if possible and get at least a 7770, otherwise the 5750 is faster of the two
