Tom's is about as even keeled as you can get...even so, they still lean slightly toward team blue. Though it's not nearly as bad as sites like Anandtech and xbitlabs or some of the others. Their benchmarks are well done, but when they get into "rating" things...they can wander just a little off the path of neutrality. Though I don't hold it against them, it's only human nature.
For example, the GTX 690 vs. HD 7990 review. They sided with the Nvidia, even though the HD 7990 beat that card 6 ways from Sunday...their logic was "The GTX 690 is a little quieter".
Personally, if I am gaming and worried about noise, I crank up the speakers and drown out the noise anyway...(which is why my man cave is the opposite end of the house from my bedroom, the wife doesn't like the walls vibrating when something explodes
