building a gaming pc $700.00 price point 1920x1080p Max Settings

i am wanting to build a new gaming pc and have managed to compile a list of worthy parts that will not suffer i hope when playing latest DX11 games at max settings. I plan on using this with a Panasonic 60" plasma screen running at 1920x1080p. Will these parts makeup a decent combo for me to achieve my goals? I play alot of different games but without naming titles so much i want to be able to play mostly anything at max settings. Also i like to watch movies with true motion SVP technology with my media player and it is cpu intensive so should i go for the listed 965 BE or step up into the 8320-8350 range. I would like to keep this an AMD build mainly for budget reasons so here is my list. Any comments or suggestions welcome . Thanx. i do plan on OCing both the CPU and GPU if possible.

Would like to make a quieter machine as well. Case has room enough to top mount a dual radiator water-cooler and would like to do a closed loop system to keep it simple. maybe something from Corsair i have read they are pretty good though i have never used these before. Just tired of the noise that the air-coolers put out.

Don't get the 7950 and then get a crappy CPU. Downgrade your GPU to the 7870, which is still very good, and will run games on max settings and then get a i5 3570k. Which you can overclock with an msi z77-ma-g45 mobo.
