inspiron mini 1012 help

Lots of possibilities - simplest first. The system is set to boot from a CD first and you have a non-bootable disk in the CD ROM. If there is a CD ROM connected by USB, unplug it and try again. More likely is hard disk failure and to fix that you may need to use an XP CD to use one of the repair options.

Unfortunitly it has no place to put a CD and I haven't got a seperate cd rom to connect any other Ideas?

All the repair options require a CD ROM to run the most basic of fixes. A Linux Live CD can prove the hardware is good and help you rescue your data so you can then use an XP CD to reinstall the operating system and go through the telephone Activation procedure to tell them what went wrong and why you're using a different key.
