My CPU is not running at full clock speed because i have a AMD Phenom x4 @3.40Ghz and it says here only 800mhz http://valid.canardpc.com/2806863

Well something is definitely wrong since CPU-Z is only reporting it has having 2 Cores and 2 Threads; it should be twice that.

Does your motherboard actually support a Phenom II X4 965? The PII X4 965 is a 125w TDP CPU. Perhaps your motherboard only supports 95w TDP CPUs from AMD.

You either need to return that CPU or buy a motherboard that will support it.

sell that cpu and go with a 95w cpu like the fx4170 or something or u could upgrade ur motherboard, most newer mobo's support up to 140w cpu which will handle any cpu oc'd.
