horizantal lines - PSU or Motherboard problem ?

few days before I got horizontal lines flickering randomly on moniter from boot screen ...with it I ran my pc 3-4 hours
after next day when I start PC it's not starting no beap, CPU power light getting high and then low and again high , trying to start

So I repaired it from shop he said it's motherboard problem and
PSU is ok

After repairing on next day
this horizontal flickering lines are appearing again

my friend told me should go to change power supply
so I looking for Corsair VS650 (i have to upgrade GTX 550ti in future)

I tested moniter on different CPU never showing any lines

don't know exact , is it PSU problem or Motherboard ?

I have zebronic PSU 450W
asus pk5pl-am
core 2 duo 2.8 ghz
2GB Ram
1tb hdd

A bad psu can cause hardware issues from overvolting and bad voltage regulation i would change your psu to prevent further damage to your hardware, Zebronic is a horrible psu company

I changed PSU Corsair VS650 but problem is still same as before
now technician said motherboard's on board graphic accelater damaged
so I put VGA card ATI Rage Xl .. but horizantal lines are still but unnocitable on that graphics and screen is flickering like a waves moving
and screen blinking at BIOS screen.

Technician told me to install a Graphic card but I am looking to change motherboard
