OS installation w/ no GPU

Recently purchased all the components for a gaming build, however the GPU (Sapphire 7950) was DOA. So now I am in the process of RMA'ing with Sapphire because newegg wouldn't RMA because I did not have the original UPC barcodes, which I sent in for a a mail in rebate.

My question is should I go ahead with my build and install the Windows 7 using the onboard graphics (mobo: ASRock Extreme6) or should I wait until I get a working GPU back from Sapphire? Does it matter?

It won't matter if you install Win 7 using the on-board graphics. I do that often during my builds when the card I want to install hasn't been decided on yet. When you install the new card, Win7 will either install a baked-in driver for it or just a generic one. Either way, you will undoubtedly be installing the latest driver from the card's website later anyway. No problem.
