Ok so yesterday I was getting a small shock from my computer build whenever I touched any metal parts of the case. I also noticed this with my VGA cable from my monitor. So I went on the Internet and seen that I should try moving it to a different power outlet. So I did and I did not get the shock anymore. I am worried that when I was getting shocked it damaged the computer too. Also will my computer ever shock me again?

I m from India. I got shock many times like same problem like u. I noticed the electricity comes in inopposite , in -ve side it comes +ve & +ve side it comes -ve. I put off my cable's plug from the room's shoo after switching off first turn the direction of its pins opposite then put it in. Here it works.
If it didn't work 2nd thing u can do is earthing. Take a big nail & push it in ur wall or ground. Take little part of it upside then take a wire & connect its one side to ur metal body and one side to that nail. Then u will never get shock again and also ur pc will safe.
If u want other solutions u can wait for comments from other friends or u can go to any pc repair shop.
Good luck my friend.
