Can lag be caused by the mobo, cpu, ram or gpu?

So i'm getting random frame drops now with my new custom built pc, even though fraps don't show it. I have tried reinstalling windows but nothing happens. My specs are supposed to be able to handle all my games, but they don't. The pc is lagging in all games, no matter which. I have tried another GPU and monitor, but I still get the same lag. All drivers are up to date.

but when I play in window mode they work fine.

It's more like lag back and rubberbands, even though my internet is very good. And it's not caused by the the internet for sure, because the games are lagging in single player also.

The games even lag in the lowest settings?!?!

So what should I do??

PC specs: i5-3570k, corsair TX 750m, MSI z77a-gd65, EVGA gtx 660 ti, kingston
hyper X 1600 Mhz, samsung 830 ssd 120gb boot drive, nzxt phantom 410, cooler master evo 12.
