Intel DG45ID locked?

I purchased an Intel DG45ID mobo and when I go into the bios it will not let me change the clock or multiplier settings. I'm a bit of a n00b when it comes to building computers but it was my understanding that mobo's are only locked when you purchase a computer from a company such as Dell or HP? How can I tell for sure if it is locked and if it is, can I unlock it?

It wasn't designed to overclock and the only solution is to buy another motherboard. Why build a system based on such old technology? Did you already have the CPU and DDR2 memory?

budget pc, it still has a graphics card and I still have a brand new intel q9650

I like small cases and I'm just working with micro atx right now. main reason is i already had the 8 gigs ddr2 memory
