It could be a faulty CPU or a faulty motherboard; we can't tell unless you have another CPU or mobo (and you said you don't have an extra mobo). The CPU is in the supported list, so it should work.
 
that board does not support the 1045t, on the cpu support list it shows the 1045t as N/A as there is no bios update to support it, u need to pick a cpu that has a bios update for the cpu u want

Why have it in the supported list if it isn't supported?

Will every CPU which has a BIOS version listed work?

first question why itx? lol and there is almost zero am3/am3+ motherboards that came in mini itx btw. But yes instead of replacing the cpu and finding one that is usable on that board get a cheap $60-80 board thats am3+, and get some ddr3 memory
