First and foremost:
You need a 64-bit operating system. 32-bit only detects/uses 3 GB, so you are wasting 5 GB of ram right there.

Graphics card suggestion,
I would suggest a:
EVGA 02G-P4-3658-KR GeForce GTX 650 Ti BOOST SuperClocked 2GB 192-bit GDDR5 PCI Express 3.0 SLI Support Video Card

SAPPHIRE 100355L Radeon HD 7850 2GB 256-bit GDDR5 PCI Express 3.0 x16 HDCP Ready Video Card

XFX Double D FX-785A-CDFC Radeon HD 7850 2GB 256-bit GDDR5 PCI Express 3.0 x16 HDCP Ready CrossFireX Support Video Card

EVGA SSC 02G-P4-3653-KR GeForce GTX 650 Ti 2GB 128-bit GDDR5 PCI Express 3.0 x16 HDCP Ready Video Card

GIGABYTE GV-R785OC-2GD Radeon HD 7850 2GB 256-bit GDDR5 PCI Express 3.0 x16 HDCP Ready CrossFireX Support Video Card

All of these are $200 or less.

I suggest the 7850 because it is 20% - 30% faster than the GTX 650 TI BOOST, but the GTX 650 is slightly cheaper, and that may be important for you.

no graphics cards work x86 and x64. You will need to reinstall drivers though.

i second the GTX 650 ti boost 2gb i have it and it performs very well for me. also if you want to one day you can add a second GPU and get performance almost on par with cards costing over $350 which is a huge draw for someone like me who doesnt want to spend a ton often on new parts

I'm going to go with the 7850. It's $200 and beats the 650 ti by 20% in most applications.

So sorry to say, but AMD beats Nvidia with ths 7850 vs GTX 650 TI.

So my old graphic card will be useless if I reinstall the window operation to x64?

I forgot a comma xD
I meant to say No, graphics cards work x64 and x86.

Yes they work on both, if you do upgrade to 64 bit you just need to reinstall drivers.

well you're basically trying to run a 64-bit application (setup) on a 32 bit operating system. Go into your bios when you restart your computer and check the boot order and make sure to put disk drive/usb disk drive first.

okay when you first boot up your computer, it will give you the option to go into setup mode, or perhaps you may be lucky and it will give you an option to go into a quickboot mode or something like that
Click the key that comes up next to setup utility or whatever your motherboard bios may say, and it should take you to the bios. Look around and find the boot sequence area. Then using the controls told on screen, move the DVD drive to the top.
