Faint "charging up" whining noise coming from cmios switch.

My friend plugged in new ram, he doesn't remember if the computer was on or off, and now none of the switches turns it on except for the one directly on the PSU. When turned on the cmios switch flashes and makes a slight noise. What could be wrong?

Specs: Corsair 750 watt PSU
Msi z77 motherboard
660 ti SLI GPU
Intel i5 gen 3 cpu
Corsair vengeance 4x4 (started with 2x4, and stuck in 2 more) RAM

Update: We've confirmed that the PSU works by doing this test, http://www.youtube.com/watch?v=5FWXgQSokF4, but the PSU fan spins for a few seconds and then stops.
