Helping a Friend (new gpu, little improvement)

Alright so my friend upgraded from a AMD 6450 to an MSI gtx 650


This is the rest of his system:

CPU: AMD athlon 64 x2 dual core 4400+ Brisbane at 2.3 Ghz(stock 2.2)
RAM: 3 GB single channel ddr2 (385Mhz)
MOBO: OEM_MB IVY8 (socket AM2)
Graphics: 6450 before, 650 now
HDD: one 400 gb partitioned
OS: Windows 7 enterprise 32-bit
Monitor: HDTV at 60hz (1080p capable, uses at 720p)



I know it isn't great, he is saving for a new entire build to get him to current standards but he bought the 650 to hold him til then.

Well, he installed the 650 and he began trying out games(as we all do with new graphics cards right?), and well.....it was disappointing. He was not getting anywhere near the performance he was expecting. To give you an idea on black ops 2 he can't even get above 30 fps. He saw very little improvement in bf3 and borderlands 2. Borderlands 2 went from 2-12 fps to average 15-20. He said for all games the playability increased but the fps, barely. He has downloaded Afterburner.
All games were played at 720p.

So i guess I'm asking for advice here: Is it a bottleneck situation?, What should his next step be?, any ideas here?

I've tried a few things to no success and I figured this was the place to come for advice. Thanks in advance for the help.

(I'm currently remotely connected to his pc and he is sleeping while i try to fix it but i can text him and have him test a game if we need to.)

Thanks! We did this and it showed 55% - 70% in various games. So it looks like that is the issue and we'll just have to deal with it. He is in the process of saving $800 for a new build.
