You probably have vertical synchronization or 'Vsync' enabled. It caps your framerate to the refresh rate of your monitor to reduce visual tearing, but if you go below 60 FPS it will cap it to 30 instead.

Turn it off from your ingame settings and enable Dynamic Vsync from Nvidia Control Panel. It will remove tearing without necessarily capping your FPS to 30.

I don't have that game so I an't be 100% sure, but if your getting 30fps max without v-sync then it seems like the game is a console port. Consoles cap out at 30fps because of their hardware not able to push 60fps while giving a decent graphics.

Also double check and see if your not running fraps or something like that in the background which has an fps limiter.

ok i have the vsync turned off in game, but cant seem to find the dynamic vsync option in nvidia control panel. it has only the vsync option which i have also turned off.

Some companies don't take the time to optimize their game for PC. They write up the code for consoles and when they release it for PC they just carry everything over. At the worst they wouldn't even setup the game to be playable on mouse and keyboard, needing a gamepad to play the game comfortably. An example of this would be Ghost Recon Future Soldier. That game on PC has a 30fps cap and it's nearly impossible to play on mouse and keyboard. There are other games like this but that was the only one that popped into my head.

Like I said, I don't have NFSTR so I can't confirm that it is a console port. If it truly is, then 30fps is all your going to get. If it isn't then it's probably some other problem that's limiting your fps to only 30.

Here you go. 'Use 3D application settings' means it will always use ingame setting for Vsync. Remember to turn off it ingame if you change this to adaptive. You can also just keep it off completely if you don't see noticeable tearing while playing.

Update your game, it seems that there was an issue in release version where the FPS was indeed capped at 30 but it has been fixed since.
