I plan to overclock my haswell because it is seriously low speed. So, surrently i have a sb-e extreme (silver arrow) but i might want a liquid. so, what is THE BEST, loudness ro money not an issue.

You won't be able to safely overclock any processor to 7 GHz for everyday use. LN2 is not intended for everyday use, either.
 
Well nothing really can get it up to that fast and keep it stable. From what I heard it took an entire liquid nitrogen system to keep it cool, with liquid nitrogen being in the negatives that would be a no. Nothing available to the general public could get it that fast, to my knowledge.
