my current rig is
Q8400
4gb ram 1333mhz
gtx 650ti (since it was on a sale i bought this instead of a HD 7850)

so if i upgrade to an i5 processor, will i experience rise in fps
like even 5 fps rise?

Yes, the i5, either 3570k or 2500k will give you better game performance in games that utilize a large portion of the CPU (most utilize it enough to justify the upgrade). Choice for you now is which one to get, obviously the 3570k is newer and has better feature support such as PCIe 3.0, but the 2500k is a slightly better overclocker and may be cheaper.

the i5 2500k will probably get cheaper in my country (after haswell)
so that's my choice, by the way pci express depends on the motherboard right
pci e3.0 can also be found in 2nd gen motherboards too ?

if a SandyBridge (second gen Intel Processor) is installed in a motherboard that has PCIe 3.0, that slot will run at 2.0 speeds. So yes it works but no it is not 3.0.
