JPG/Photos to video signal external hardware

I'm looking to set up a large digital photo frame to display JPEGs either from a memory device or over a WLAN connection.
I want a fairly large display, say 40cm, and I'm not satisfied with the digital photo frames out there. So I thought I'd build my own.

Simplest way is to buy a TV with USB connection, new would set me back about €150, but I might be able to get a second hand one for cheaper. Of course, they are the older ones that don't have a USB port.

So I'm thinking, isn't there a simple bit of (small) hardware, that has some photo decoding software on it, that could take JPEG files and spit them out as slideshow to a video cable? Then I could mount that behind the TV, make the TV look nice and mount it on the wall.

Or anyone have a better idea?

An idea:
Most digital cameras have some sort of video output. Since that's your only requirement it should be pretty easy to find for cheap.
For picture quality, i would get one with some form of HDMI output on it, rather than analog RCA output. Also, you'd have to be holding the camera to control the slideshow.
