New build! Good parts! Very poor performance :(

I have recently purchased almost all brand new hardware for a new pc. I've done my own builds in the past, and wanted to create a pc that I can use that will be a great gaming rig and also allow me to setup virtual machines for testing stuff out on database platforms for my career.

I put everything together, installed windows 8, and put drivers on it. Stuff I've done plenty of times. However, with my new build I am not getting good performance at all. I regularly play the following games: Battlefield 3, League of Legends, and Natural Selection 2. All 3 of them have poor performance on high settings, and I mean I get about 25-40 fps depending on how the action is going. The hardware I've purchased should be able to CRUSH these games, even on high settings. Here is the build I got, finalized:

CPU: http://www.newegg.com/Product/Product.aspx?Item=N82E16819113284

AMD FX-8350 Vishera 4.0GHz (4.2GHz Turbo) Socket AM3+ 125W Eight-Core Desktop Processor FD8350FRHKBOX

MOBO: http://www.newegg.com/Product/ComboDealDetails.aspx?ItemList=Combo.1224813.13-128-514

GIGABYTE GA-990FXA-UD3 AM3+ AMD 990FX SATA 6Gb/s USB 3.0 ATX AMD Motherboard

SSD: http://www.newegg.com/Product/Product.aspx?Item=N82E16820147193

SAMSUNG 840 Pro Series MZ-7PD256BW 2.5" 256GB SATA III MLC Internal Solid State Drive (SSD)

GPU: http://www.newegg.com/Product/Product.aspx?Item=N82E16814150665

XFX Double D FX797ATDJC Radeon HD 7970 3GB 384-bit DDR5 PCI Express 3.0 CrossFireX Support Video Card

Memory: http://www.newegg.com/Product/Product.aspx?Item=N82E16820231568

G.SKILL Ripjaws X Series 16GB (2 x 8GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model F3-1600C9D-16GXM

Case: http://www.newegg.com/Product/Product.aspx?Item=N82E16811119160

COOLER MASTER HAF 932 Advanced RC-932-KKN5-GP Steel ATX Full Tower Computer Case with USB 3.0, Black Interior and Four Fans-1x

The one thing I ported over from my old PC is my PSU. I basically have the V1 version of this: http://www.newegg.com/Product/Product.aspx?Item=N82E16817139021

I should also note that I did a fresh install of Windows 8 on the SSD.

It's still a 750W power supply and has plenty of connectors. I'm also not getting BSOD or any failures/reboots, so I really don't think the issue here is power, but I may be way wrong. Other things I've tried:

I've tried using different power connectors to the video card.
I've tried putting the video card in a different PCIx16 slot.
I've tried using different drivers for the GPU.
I've tried using different drivers for the MB.
I've tried updating the BIOS.
I've gone into the bios and changed the clock speed so I'm running my RAM at 1600.
I've tried putting the RAM in different dual channel slots.

I just want my new PC that I've paid pretty good cash for to be running like I expect it to. I'm downloading 3dmark right now and plan on running a test very soon, and I will add to this thread with the results. I am willing to post any kind of driver information for anything I can.

ANY suggestions, ideas, potential bottlenecks, or out of the box thoughts on how I can get things running better is greatly appreciated.

Possibly u got bad ram, run memtest86, turn off cool n quiet for full clock speed. Last thing i can think of is that the cpu and or gpu is overheating cause bad performance, monitor ur temps, and since u didnt list it im assuming ur using the stock cooler. If so id recommend going out and buying at least a cooler master hyper 212 evo lol

I would really like to know what your solution was to this problem. I just built my machine with very similar parts and am having the same issue!

Like Lazyboy said, there maybe some heat issues hats causing the CPU to throttle. I would change the stock heat sink to something better. I put a corsair h100i on my i5 with push/pull config and runs great. I recommend Noctua Air cooler if you decide to stick with air. I dont think its your ram because if it was an issue your computer would of BSOD or having problems when the computer goes into POST.

In regards to the GPU, download this benchmark tool and look at your frame rates and temperature. http://unigine.com/products/heaven/

Compatibility issues maybe because if someone is also having the same issue with the same rig (almost) then it can be although if you have done builds in the past it shouldn't be the issue but sometimes even if something is compatible according to the manufacturers it might not be that compatible. Not sure if that's the issue also try to update your graphics card drivers it might be it's not properly installed. Best of luck with it :)

My issue was I had turned on hyper-v. The problem with this is that when you turn on hyper-v, windows requires a restart because it turns your entire pc into a hypervisor. I've kept it turned off(and not installed) and everything runs great.
