Issues after new Mobo install

I recently installed a new mobo and Radeon HD 7950 in my PC. After doing the install of components I thought instead of totally reinstalling windows I would try and boot to see if the system would accept the swap without a clean install. (In the past the OS would either blue screen you or loop at the loading screen without a new install of windows as far as I knew) Everything booted up and was running fine, well then I started to notice a lot of what I believe to be issues. Diablo 3 runs at a weak 40 FPS with occasional dips to 30-35 FPS and other games also run quite slow. (Examples: Tomb Raider, Bioshock Infinite, Crysis 3) My question is: Is this normal or do I need to do a clean install? Cause 40 FPS on Diablo 3 with a HD 7950 seems pretty low. My old 550Ti was able to match that performance...

System specs are as follows:
Mobo: MSI 970A-G43
CPU: AMD FX-6100 @ 4.2Ghz
RAM: 8Gb Cosair Vengeance 1600Mhz
PSU: Antec HCG-750
GPU: Gigabyte HD 7950
SSD: Sandisk 128Gb
HDD: Toshiba 500Gb 7200RPM
CPU Cooler: Cooler Master Hyper 212 Evo

So I have decided I am going to just do a clean install and see if that fixes any of the issues that I am having. Will I need to reformat my D: drive after the install or will my data be safe on there?
