gts 250 gpu fluctuating or just normal?

My GPU Core, Memory, and Shader Clock all stay very low but when I'm playing games it goes up. For example, I'm not playing any games my Shader Clock is at 601.7MHz but when I decide to start a game it goes to 1728.MHz. It's the same with the Core and Memory Clock MHz.

Perfectly normal. Idling or in 2D, it goes into low power mode. Just like your CPU.

Normal. No reason to clock up when using very little GPU power. That would just generate unneeded heat.
