CPU fan twitches then stops followed by beeping.

Got a little startup problem here, when booting up the system with just the CPU, fan and the memory on the motherboard. The CPU heat sink fan twitches then stops, followed by continuous short beeps. When I looked at the info for the beeps. It said about a power failure but I've tried both PSUs and same result. Unless I should buy a new PSU and try it. its a gigabyte motherboard. I've used two different PSUs, but there both second hand ones.

Dont know why its happening to be honest.

First time builder here

Specs

Intel 3570K (STOCK FAN)
Gigabyte GA-Z77-D3H
8 GB RAM
Generic PSUs 450 and 400

Be sure your 24 pin connector and 4 pin connector is firmly in their sockets. The 'clips' on the plugs have to snap over their locking nubs. Then double check the 4 pin Cooler fan connection to be sure it is tight.

+1 to the above but just to add, it isn't a slight problem if it's protecting the CPU from frying. It's an unlikely coincidence that two PSUs could be wrong so it has to be worth buying a third because you should be using a new one on a new build.
