Should 7-7-7-24 2T be faster than 9-9-9-24 2T?

I have bought 2 sets of 4 gb (2 x 2 gb Crucial DDR3 1333 7-7-7-24). My query is that when I inserted what I believed to be faster RAM as compared to previous ones, the actual performance has dropped. I used NovaBench test. With the old memory, 4 gb (2x2), the benchmark was 1048. With the new memory, it was at first 984, then up to 1004 after changing the motherboard to 7-7-7-24 (from 9-9-9-24). I have not changed any other settings in BIOS. Any idea or any suggestion? By the way, both of them are 1.5v. Many thanks in advance.

2 x Gigabyte GeForce 460 GTX 1gb SLi
2 x 1.5 Tb SATA HD
PSU 1250W 80% eff
Cosair H80 CPU cooler
4 x 120 mm extra case fans

The result is the same whether I have installed 2 or 4 of the new 7-7-7-24 memory modules.

Are the CL7 sticks running at CL7 - take a look with CPU-Z in the memory tab to see what they are running at, if you didn't set them up, chances are good AUTO just set them to default and they are running CL9

Yes, it was changed from 9 to 7.
I have just run CPUz, yes, they are running at 7.0 clocks.
I have also changed it to 1T and there is no change. However, I do notice one thing. Although the BIOS, even POST says that my memory are running at 7-7-7-24 1T, however, in CPUz, it says 2T!?!?!!! I don't understand. Same brand of memory. Or are they using inferior parts now?
