I wanna get a Cpu but i also don't wanna overclock it since it'll give more heat and shortens lifespan. Would a stock i5 3570 bottleneck high end cards like the gtx 780 and radeon 8870? also could i get at least a 5% increase in gaming with a i5 4670 than a i5 3570? Thanks in advance.

Not worth moving from 3rd gen i5 to 4th gen i5. If the performance increases will be anything like previous Intel core generations, you'll be stuck with your current CPU until 6th gen. You'd get a much more substantial performance increase from overclocking than upgrading to 4th gen. If you have unlocked version, that is.

if you have right motherboard you should be able to overclock the cpu (i5 3570) with 400MHz (a max of 4.2GHz) which gives a small boost.

What mainly shortens a cpu's life is many the voltage.
