Do you have a link to the actual parts?
Overall looks very good for that budget.
Good case, CPU/mobo (for non-OC), video card (get the MSI TF/OC 650ti BOOST)
Really won't need that kind of cooling at all for non-OC system, can go stock or use CM 212 EVO for half the price.

I recommended 650ti Boost because user chose the 650ti so I figured already had a preference of NVidia but Boost gives performance increase while keeping within budget, same with cooler. I agree stock cooler should be fine for non-OC system, but again, if user just wants more than stock, offered cheaper solution.

Also, most benchmarks I see compare 7870 to the 1GB edition of the 650ti which is not valid comparison.
