Looking for help fix my computer

I have a dell window xp pro. I bought it and it was working but now I can't get in. Wen I turn it on it opens a window name user environment saying window cannot be log you on because file C:\Documents and setting\ temporary Internet file. And so on. It give time remaining but it jus starts over n won't go any where. I try reboot but system is lock with a password
