i just unboxed a pc case that came in today and when I touched it i felt/heard a mild jolt when i touched the case. Is it possible that I damaged the case? I didnt put any components in, but I'm wondering if the cables thats already connected to the case will malfunction.

No, itl be fine. Cases are designed to withstand electrical current in the scenario that your PC shorts out to it.
