Want a computer for The Sims 3

I really only use my computer to surf the web and play The Sims 3. My current computer will no longer turn on, so now I'm looking to either buy a new computer or build a new one. I was leaning more towards building one to save money. I'm trying to keep it as inexpensive as possible, but I also don't want to be running into issues a year from now because it's already outdated. I'm not that computer savvy but I know someone who is, but I wanted more then one opinion as to what would be the best. Should I build or buy? Then what should I get?

Budget less than $600 buy it. Budget over $600 build it. The Sims 3 is not a very demanding game and would play pretty well even on a $600 laptop.
