After a failed OC attempt, the PC will not POST. Power goes to the fans and they spin, but nothing more.

Everything in the PC is working, what I mean by this is that the fans are spinning, so I know it's getting power. The motherboard will not POST and the CPU fan spins for a few seconds then stops, everything else continues. There is no video on the monitor. I have tried removing the CMOS battery and clearing the CMOS via the jumper with no success. My PC specs are

Biostar TA970XE

R7850 twin frozr 3

Seagate Barracuda 1tb

OCZ agility 120gb SSD

OCZ ZT series 650W PSU

Patriot G2 Series 1333mhz (2x8gb)

AMD FX-8120

Windows 7 64 bit

THINGS I HAVE TRIED WITH NO SUCCESS

-Removing CMOS battery

-Clearing CMOS with jumper on motherboard

-Reassembling PC in hopes of something working

-Turning it on with different components unplugged such as hard drive, ssd, ram, and gpu

Help very much appreciated!

You could try a new bios chip. They are pretty cheap. Something cheap to try. Other than that you could go back and breadboard it to narrow down the possible hardware issues. This post has a good guide to do that.
