Need Help Identifying Jitter

I have a GeForce GTX 650 Ti Boost Superclocked. It pushes 1358 MHz clock speed and 3004 Mem speed. I get 75 frames a second on skyrim with the high resolution texture pack oh high settings. However when i am moving it seems that the environment is jittery/laggy i suppose. I was wondering if it was just the refresh rate of my monitor? i have a older dell LCD its a 1440 x 900 max. I was just trying to get input on whether or not i should get a better GPU or monitor?

That could be a number of things.

Memory, CPU or GPU. Today's games could play on an old CRT.

Also, is your PC doing anything else at the time like running P2P software, diagnostics such as antivirus or are there any other problems running in the background chewing up RAM unnecessarily?

Not running any other programs. I have and intel core i5-3570K overclocked to 4.5 GHz and completely stable. I also have GSKILL Ripjaws 16GB (2x8) I believe I have te timings right as well
