can't get to bios

hello, need help on the same issue, I can get to bios ,and I haven't opened a computer in about 15 years so I also need info on a good book to get updated on building so I'll know what iam doing.

Asrock, but I've read more on the issue on the other posts and I will try the steps first , it might be easy ,since I don't get any beeps on the power up.

At Asrock boot screen hit delete button.
