I'm getting a BSOD and I think it's my video card, but I can't figure it out,

wer-55427 file wasnt in the folder and did not exist

I have a water cooler on my cpu, the coolant temp is staying around 30.2C, nothing is being overclocked, and it hasn't been overclocked. I've had the system for a few weeks.
It runs fine until it auto-installs the drivers for my video card.

It was saying third party drivers are suspect, but now it's not. My video card is cool enough to touch the heatsink, and my cpu is only at 40-45C according to my bios.

When i read the blue screen it says something about atdcm64a.sys
It mainly bluescreens if the drivers are A.)Installed, or B.) it instantly crashes when i try to un/install CatalystCC, it fails when detecting hardware. Its running sort of with the basic windows display adapter. it ran the past while with no problems until today. I tried wiping everything with drivesweeper or whatever it's called, I ran the windows memtest on ram, 2 passes no errors chkdsk returned no errors,

I'm not quite sure what you mean here, but im currently working on locating a disk to just wipe the machine. :/ not really what I wanted to do but its the last guess I have before I start RMA'ing the entire machine.
