Boots straight into Power Saving

I turn on my pc and all the fans are working, drives, mobo led, etc. All the parts are brand new.

I ran an external test build with some old Corsair XMS 3 (4 x 2gb) sticks of ram and my old evga nvidia gtx 460 1gb and got a splash screen, after i put everything in the case it went into DVI Power Saving or HDMI Power Saving consistently with no post beeps. Just got my new gpu today in the mail and tried using that as well (inside and out) and i get the same result. my new ram arrives on Saturday and i don't even think that'll mean anything.

1TB Seagate Barracuda HDD
Corsair Vengeance (2 x 4gb) DDR3 RAM - waiting..
LG Flatron W2286L 21.5" Monitor

Any help would be much appreciated, this is the second time I've tried to build my own and some bullshit has occurred.

The ATX12V connector is in, as well as my 24pin connector. and I have my six standoff screws fastened to the case, then my motherboard placed over those openings, and connected screws to secure it all together.
