core temp prime95, help?

ambient temps are between 15-20 oC. Using Prime95 for about 25 minutes these are my min-max temps, I'm using the H60 watercooler, with 2 side 80mm fans and 1 front 120mm fan. For a £60 cooler, I should be getting lower right? Thinking about swapping to the 212 evo, and when I brought my PC I'm not sure whether they used thermal paste or not.

I would re-apply thermal paste... post haste.
