Computer assembly, need help

Hi, is there any good tutorial on how to plug all of your components in?
i have a fractal core 3000 asrock z77 extreme3 corsair cx500m, and when i have everything plugged in and i turn it on nothing happens,
is the fan o psu supposed to come on right away? is there any leds on mobo supposed to turn on? as soon as i turn power on?

First i tought psu was bad, so i sent it back, got a new one, and same thing is happening, so i dont know if im doing something wrong, if my mobo is good, or i have a second bad psu.

Make sure your power connections from the front panel to motherboard are correct?

well, im not sure, from the header, the power button which one is the +? from the psu, not counting the peripheral output, coming from inside of the psu, there are two harnesses, one atx 12v, and the atx power conector, do both need to be plugged in?

how do i know the psu is not dead? when i turn it on no sound no lights come on, how do i know its not the mobo?

No, I haven't, how do I do that?
And does anyone know how to test the psu with a multimeter?
