Old Compaq Blinking Red Light Please Help!!!!

i have an old compaq & i moved recently. The tower was working fine before i moved, now when i plug in the power supply & try to turn it on i get only a blinking red light. I took the cover off & noticed that there are two consistant green lights, nothing has been detatched or moved, the fan does not run but it is giving off power. Can anyone help me because I really need to use this old thing!!

Reseat the hard drives and RAM, also should be a good idea to reset the BIOS (unplug from power, take out the CMOS battery for about 15 seconds). Could be an issue with the power supply, and also check the motherboard for any popped capacitors, they should be all flat, no black dots on them or puffiness.

Hey, Thanks. When i got home from work yesterday I was determined to make it work lol. The fan was caked with dust, & since I ddnt have any duster I got a bunch all over my face. Then I hit the power button repeatedly & IT CAME ALIVE! & also said I needed to replace the onboard battery

!
