Corsair vengeance Low Windows Experience Index Score?

Hey I have 16GB Of Corsair Vengeance, 2x8 1600Mhz (Here is a link: http://www.newegg.com/Product/Product.aspx?Item=N82E16820233365

And on windows experience index I am only getting 7.3??? Before it was 7.7. Another thing when i'm on games such as planetside 2 it's only using max 4GB? Can anyone give me any suggestions on why this is.

Did you double check your BIOS that it is running at 800Mhz? Some motherboards install it at 667Mhz and you have to manually tweak it back up in the BIOS.
