It's not the Motherboard, is it the PSU (Boot problems)?

First of all I did check that one thread troubleshooting when computer can't turn on.

This is a store bought PC that currently can't send signal to the monitor:

Today I set up the motherboard and most likely correctly (pictures will be posted later). When I turned it on...it was like if I didn't even get a new motherboard the symptoms still are happening.

Symptoms:
- Monitor No Signal
- Power LED don't light up
- No beeps when Ram slot is empty (not sure if there is a system speaker)
- Can't Boot
- Rattling the computer I can hear something loose near the PSU

Others:
- No CPU Fan Test: The cpu does get hot
- Bought a new motherboard and did nothing.
- Fan still runs
- Hard Drive beeps (I think it's the hard drive)

So therefore I think it's possible to be the PSU but there are so many other doubts. The CPU has integrated Graphics which if the CPU is getting power shouldn't the graphic card still run? Why is the fan still running. The motherboard shouldn't be a problem because it's brand new.

Please help me. Thank god I can return this since it's from Newegg. But I do not want to buy another thing and return it again.
