ip configuration on wifi

I'm using windows8 having problem in ip configuration using Wi-Fi (not cable wire) whenever start my laptop by self configur ipv4 168.254.45.39 wich is not working.
in case I statically assign IP an error occur and laptop restart by self.
(NOTE: before the problem arising I once installed hotspot shelled and then reinstalled).

wifi meant to be getting dynamic IP for your windows. check with your network administrator.
