mystery power problem?

so i'm building a new system over time and i'm making sure everything works as i go along.
so far i have used
X-Case 9805 Pc Gaming Chassis for the case
a saber-tooth x79 motherboard
and a antec high current pro 1200 wat psu

before i connected these parts i checked the fans on the case all worked by connecting the case to my old computer and everything worked fine and ive connected the psu the same way and that worked fine.

my trouble is that once i integrated the psu into the new system the motherboards on-board standby light comes on and all the pins and power leads are connected but when i try to turn the system on nothing happens when at least the fans should turn on.

ive tried switching the on switch with the reset switch but still nothing
the only idea i have is that the motherboard was somehow damaged in the mail as i can see that its receiving power since the standby light is on but it doesn't seem to make any effort at starting when the on button is pressed.

i wanted to check here for suggestions before trying for a replacement.

Are you sure you've the power cable from the case on the motherboard correctly? Check it or just short the 2 pins from the motherboard.

yes everything is definately connected properly and shorting the 2 pins had no effect
