New low-budget configuration - home internet&video

Hello!
I'm looking to build a budget system for a friend of mine. The problem is, that all the rigs i've built for me are midd-and high-end, but never budget, so I have some difficulties picking up the right components. The PC will be used for internet, skype, 1080p movies, text&docs editing; operated by win7.

CPU - AMD 5300k
MB - GIGABYTE F2A55M-HD2
CASE - Cooler Master Elite 343
PSU - FORTRON HE-400, 400W
RAM - 4GB DDR3 (2x2 for dual channel)
HDD - 1 TB WD Blue
DVD - RW

In my country you can get this rig for about 300 Euros.(this is the max budget).
My main concerns are:

1) is the APU powerful enough for every-day use (especially the integrated video -1080p movies?)
2) is the PSU reliable? A long-long time ago Fortron PNF 350/400W used to be good PSUs?

Any suggetstions and recommendations regarding the config are welcome!

CPU / GPU - The APU will be just fine for media purposes. You won't have any issued with DVD or BD content...

HD - Swap the WD Blue for a WD Black, or look toward Seagate.

PSU - Not the best choice, but would work just fine. If the budget allows choose a similarly sized unit from Antec, Seasonic, Corsair or XFX.
