Building a PC that will stay on almost always :

Main requirement : Should stay on - Always . Meaning I need low power consumption but not poor performance.
I am ready to use Atom too - but IDK how much it can handle. 1080p? OR I am ready to even buy G2020 or A4 5300 (But Power consumption is to be minimal).
Even Athlon X II 270 is okay, but can it handle movies -1080p . I will almost never play games on this.

And lets try to reduce the cost as much as possible.

Better buy a laptop.Most of the cheap laptops are made to consume little power so they can stay on longer.Just keep it connected to the power at all times.
 
The Pentium G2020 should be fine for watching 1080p videos. I've read a few user reviews of the slightly faster Pentium G2120 (same graphics core) and playback was not an issue.

The A4-5300 should not have any issues either.

The price difference between the two is basically $10 (Intel more expensive). The G2020 will likely use less electricity based on reviews of the i3-3220 vs the A10-6800k. When idling the G2020 would probably be using about 10w less power than the FX-4300. When playing back video it might be 15w to at most 20w difference in favor of Intel.

For simplicity sake, just assume that the difference is 10w (basically idling). Over the course of a year when both CPUs are only 24/7, the Penitum G2020 would consume 85.4KWH less power than the FX-4300. Assuming you pay $0.10 per KWH that means the PC with the Pentium G2020 will save you $8.54 in one year. That nearly offsets the $10 higher price. During the second year you will save another $8.54 in electricity which means after 2 years you save approx. $6.54 with Intel.

These are relatively small dollar amounts. You can simply save more money per year by drink one less beer every month.

I understand. But FX CPU is more expensive compared to the G2020 which is like 80 bucks. And what about 5300??
(and I am not getting a laptop coz I want to customize this in the future).

You are better off with the Pentium G2020 since it consumes less power and in the long run will save money on electricity. However the amount of money you save is relatively small. You can save more money by drinking one less beer every 2 months.
Based on what I've read the Intel HD graphics core is more than capable of playing 1080p videos.

As long as the PC is properly cooled and you clean the dust off of the case weekly and perhaps inside the case annually, you should not have any issues.

So only like 10$ a month? I can handle that. I don't drink beer or eat meet btw. So saving a lot of money there.

And one final question - if i get a G2020 and add a 5450 (Just in case) how much more power consumption am I looking at?
Greater than A4? IF yes, i would get the A4 itself coz Just in case I play something like CSGOF
 
I believe the Radeon HD 5450 consumes a maximum of 13w - 15w and about 4w when idling. Therefore, the Pentium G2020 + HD 5450 will still consumes a little less power than the A4-5300. However, that means you are spending more money. So if you are looking to offset the extra cost with saving from low power consumption, then it will take at least another 3 years to offset depending on how much you pay for electricity.

10w on idle. But will it consume less than a4 while gaming? or more?(I may just play BF3 online- I heard it is possible with a4) - then how much would the a4 consume? Or should I get the G2020 and the GPU- will it consume less then). This will be the last question thank you for all your answers - @jaguarskx
 
the gpu has a power draw increase of about 20w above idle (measured at the wall), however i've seen just as little as about an 11w increase in system power use as well...

in terms of gaming, i don't think that the hd 5450 will be able to run bf3, but then again, i don't think the a4 could handle it either.

the only thing you can do is select a best answer. you should be able to select whatever answer is the best for your situation. it should be at the bottom of someone else's post. that is the best you can do.

And I got the A4 fyi coz you know I did the math with TDP and it turns out I am only paying 56 Rupees or 1USD per month extra. So WTH -it atleast has better GPU and I will install the AMD software (which reduces TDP even more - and It will be idoling all the time). So ty you two.
