Assembling a PC for light gaming, internet and programming

So I thought of assembling a computer for less than $650/38,000 INR. I intend to play a few games (doesn't matter if at low\medium settings), browse the internet and do lots & lots programming.
I managed to find these components :

Monitor - Dell IN1930 18.5 inch LED Backlit LCD
Keyboard - Dell USB 104 Quiet Key
Mouse - HP KY619AA USB 2.0 Optical Mouse
Speakers - Iball i2-460 Speaker
Processor - Intel i3 3220
Motherboard - Gigabyte GA-B75M-D3H Motherboard
Hard Drive - Seagate Barracuda 500 GB
RAM - Transcend DDR3-1333 DDR3 4 GB (JM1333KLN-4G)
Optical Drive - Samsung SH-224DB/IDDS DVD Burner Internal
Power - Corsair VS450 450 Watt PSU
Cabinet - Cooler Master Elite 431 [NOT Cooler Master Elite 431 PLUS]

Here are my questions :
1) Do I need a separate processor cooler ?
2) I'm at college so I am a bit tight on my budget. So can anybody recommend a cheaper graphics card that is compatible with the config and still can play most modern games at med settings ?
3) I want to know if the parts work together (for example, whether the socket types are different or whether the card fits into the cabinet etc). Also suggest better parts if you know any in the same price range.
PS: I can't increase the price further...

If you are shopping from flipkart then I can recommend a much better rig at that price..(for gaming...)
And no you wont need a aftermarket cooler for the i3 since you wont be overclocking it anyway..

Please note that I also intend to use this for browsing the internet and programming.

Now this build will be just as equal as your pervious build in terms of browsing and programming. But when it comes to gaming, it will virually blow the other build.....Its also well within your budget

I'm not sure about the PSU. Zebronics is not a very reliable brand. My friend bought a zebronics pc and he often had to change parts. He ended up changing the whole CPU. That PSU does not come with any security (like short circuit prevention)
I don't know a thing about processor even though I am a (newbie) programmer, but isn't the i3 way better than the Pentium ? Won't it help my games ?

See the i3 is better than the Pentium...but when it comes to gaming, the gpu matters the most. So I replaced the i3 with a Pentium and put a much better gpu ( almost 25-30 % faster).
In day to day usage you wont notice any difference what so ever...
BTW if you don't want the zebronics PSU then get this one . ( slightly costly though.)

I'm not a very hardcore gamer. I rent games from a nearby store and play it for about an hour daily.
Sorry for not making my point clear (I'll update the main post) but what I need is moderate/low gaming, a good amount of programming and web-browsing. I did a bit of research and found out that the i3 matched my needs.
Also, the PSU you suggested does not even have earthing. I'll stay on the safer side and keep a costly yet safe PSU.
Thanks very much for your other inputs as I'll consider upgrading to that graphics card and will keep and eye out for discounts on flipkart.
Also, I didn't know I could get keyboard/mouse combos in flipkart. I'll use those too.
However a 21 in monitor is crazily out my needs and my budget.

I recommend that you add a SSD to your build. Money certainly can be tight while in college but a SSD is an awesome investment.
-Samsung 840 Series Pro 128 GB
-OCZ Vertex 4 128 GB

Both of these SSDs perform really well. I personally have the Samsung 840 pro and it is a beast. It boots up Windows in around 20-30 seconds. Also installing, opening, and running programs are so much faster on this than a regular old HDD.

Thanks for the suggestion. But SSDs not of much help to me and my budget doesn't allow those.
I don't mind waiting for Windows to boot :)
