CPU clock multiplier isn't what it should be

Wtf, I wrote out this whole description of my problem and then the website asks for a "brief description of your thread" and uses that as the question instead?

Abridged retype:
Trying to overclock i5-3570k
Motherboard is asrock z77 pro4
I changed the clock multiplier from the bios, stress tested with prime95, reported temps with CoreTemp
Once the multiplier got to 41, coretemp still showed 40 while testing with prime95
While doing other things, coretemp reports alternating from 16.0 to 41.0 for the multiplier
I also tried intelburntest, it stayed at 40 as well
Is it the fault of the reporting software or is it the fault of the stress test? Which software should I use instead?
