Some chips just won't make it that far, especially if you don't have awesome cooling. 4.8 GHz is the kind of the threshold for air-cooling/H60-level to H220/H100i level. If you don't have an H220 or something of similar size, then 4.7 may be the best that you can do. Here is a great guide to read which is specified for the BIOS on your motherboard. Just make sure that no settings are wrong, etc.

Don't get an H80i... You'd be just as well off with a good air-cooler... However, it is up to you. In my experience, you either go with an H60 or an H100i. The 140mm vs 120mm in the H80i will not provide a huge performance boost. However, if you're willing to pay, the H80i is still very good.
